LifeWays invites you to attend the PIHP Procurement Public Legislative Forum. This is not just another policy conversation—this is a turning point for Michigan’s public mental health system. This event is free and open to the public.

The Michigan Department of Health and Human Services (MDHHS) has proposed a major restructuring through the PIHP Procurement process, one that could fundamentally change how mental health services are funded, managed, and delivered across our state.

If implemented as written, this proposal would:

  • Strip local control, shifting oversight from trusted county-based systems to large, regional entities that may not reflect community needs.

  • Eliminate public accountability, removing Open Meetings Act and FOIA requirements—reducing transparency and public input.

  • Divert up to $500 million from direct care, allowing administrative costs up to 15% vs. the current 2%, meaning fewer dollars for services, staffing, and crisis support.

  • Reduce CMHSPs to contractors, removing their authority to approve vital services like respite and community living supports for those with complex needs.

  • Destabilize the entire system, threatening decades of investment in accessible, community-driven behavioral health care.
